Sharepoint Visitors Can't Search Library

It seems that a user with read-only access to a document folder within a SharePoint site is unable to search the library, even though the library settings allow it to appear in search results and read permissions are allowed to search the library. However, the site admin can search the library, indicating that the search function is working.

1.Try to crawl and re-index a site

2.Another reason could be file or folder-level security.

I would like further assistance as it's still not working. Is there a universal setting within sharepoint admin to set users with Read Access only to be able to use search? I'm not sure what else to try to get this to work.
