      This looks like missing MapHttpAttributeRoutes and IHttpActionResult.  It is weird to happen that. I had System.Web.Http referenced for IHttpActionResult.

      This looks like a good starting point for WebApi.
      
      I got an error on executing index.html in IE 10. The error was 'json' is undefined.
      
      Could you help resolve this?

      Go to IE10 - Tools / Compatibility View Settings --> remove localhost
      
      this worked for me. Hope it helps someone.
